Phillip Watkins

Phillip Watkins is an accomplished insurance professional with a strong focus on the sharing and circular economies, digital marketplaces, and platform-based business models.

Most recently, Phillip served as Group Head of Insurance at Bolt, where he led the consolidation of insurance governance across the group and developed innovative risk and insurance solutions for platform partners, riders, and customers operating across multiple jurisdictions.

Building on this experience, Phillip now works closely with founders and scaling businesses, providing early-stage access to practical guidance on governance, compliance, safety, and risk as they relate to insurability and insurance programme design, with a particular emphasis on future mobility and new transport and mobility modalities. He is also a member of the Parliamentary Advisory Council for Transport Safety (PACTS) and engages with government bodies such as the LGA and TFL, contributing to policy discussions and providing steering on risk allocation, safety, and the insurability of emerging transport and mobility models within the UK market.
