As payment fraud evolves from stolen databases to real-time credential testing, enumeration – the systematic guessing of payment credentials at scale – is reshaping card-not-present fraud and creating new challenges for trust and safety, and fraud prevention. This session will unpack why enumeration is growing, how fraudsters exploit digital payment flows, and why fraud can materialize quickly after successfully guessing payment card credentials. For marketplaces, these attacks may create risk well beyond the transaction itself, affecting customer trust, seller operations, fraud losses, authorization performance, and the integrity of the payments ecosystem. The goal is to provide a practical view of how speed, scale, and automation are changing the economics of enumeration, what emerging enumeration risks may mean for platform-based businesses, and how layered controls, real-time analytics, and ecosystem collaboration can help reduce exposure. Our aim is to help marketplaces and digital platforms better understand the threat, the stakes, and the opportunity to help protect the future of trusted digital commerce.

How should platforms balance openness with control, privacy with authenticity, and user expression with effective enforcement? What responsibilities do platforms have to demonstrate that their trust systems are working? This panel will explore the trust signals that matter most to consumers, the trade-offs platforms and businesses must navigate when designing trustworthy ecosystems, and how emerging regulations such as the Digital Services Act (DSA) are reshaping expectations around transparency, accountability, and risk management.
